Alcohol and Other Drugs (AOD) Place-based Treatment

$147,065,487 (GST exclusive) is available over three years, comprising $49.022 million in each of 2027-28, 2028-29 and 2029-30. There is no maximum grant amount, however grants cannot exceed the amount of available funds. Applicants are not required to provide a co-contribution toward the cost of the grant activity.

This grant opportunity aims to prevent and minimise the health, social, cultural and economic harms of alcohol and other drug use among individuals, families and communities. It forms part of the Drug and Alcohol Program, which supports the Australian Government's commitment to building safe and healthy communities by reducing the harmful impact of drug and alcohol use.

Funding supports improved access to timely, evidence-informed and integrated AOD treatment services that reduce harm, support recovery and respond to co-occurring health and social needs. It also supports delivery of structured treatment pathways including withdrawal management, rehabilitation and aftercare, and strengthens the capacity and capability of the AOD treatment sector.

Intended outcomes include reduced harmful AOD use for clients receiving treatment, improved access to treatment services, reduced psychological distress, improved quality of life, improved social inclusion and economic participation, and reduced prevalence of harmful AOD use including AOD related deaths.

Key Requirements

As this is a place-based grant opportunity, applicants must submit a separate application for each physical location for which funding is sought, including where multiple locations are located within the same state or territory. Applications that include more than one location will not be accepted.

Organisations must hold and maintain current accreditation in compliance with the National Quality Framework for Drug and Alcohol Treatment Services, deliver mandatory induction training and regular refresher courses in Aboriginal and Torres Strait Islander cultural safety, and collect and report mandatory AOD treatment episodes data under the Alcohol and Other Drug Treatment Services National Minimum Data Set.

Relevant personnel working on the grant activity must maintain a Working with Children check or Working with Vulnerable People registration.

Applicants must also demonstrate compliance with the Commonwealth Child Safe Framework, the Workplace Gender Equality Act 2012, Multicultural Access and Equity Policy reporting requirements and the Australian Industry Participation National Framework.

Applications must include a bank verification document and an Attachment Pack comprising the Activity Work Plan, Indicative Activity Budget and Risk Management Plan. What is eligible for funding?

Grant activities must be directly related to the grant opportunity and consistent with its objectives and outcomes. Activities may be delivered at different locations provided all locations are within Australia.

Eligible expenditure includes:

  • Salaries and related costs of professional and administrative support staff directly related to delivery of grant activities
  • Domestic travel costs to support staff directly related to delivery of grant activities, where approved in writing
  • Medical supplies, including personal protective equipment
  • Printing and development costs of resources directly related to the grant activities
  • Costs relating to development and delivery of training
  • Costs relating to delivering, monitoring and evaluating grant activities
  • IT management costs, including systems required to collect data for performance indicators
  • Recruitment of personnel directly linked to delivery of the funded activity
  • A portion of operational costs directly related to delivering services under the agreement, such as rent, vehicle leasing, administration and telephone cost

Applications from consortia are acceptable provided there is a lead organisation that is solely accountable to the Commonwealth and is an eligible entity type.
