VIC Musical Theatre Development Fund

The Musical Theatre Development Fund is a strategic initiative established by the Victorian Government and City of Melbourne to strengthen Victoria's musical theatre ecosystem. The Fund supports the development of new Victorian musical theatre intellectual property, builds sector capability, improves pathways from creative development to presentation and investment, and generates long-term cultural, economic and industry benefits for Victoria.
This opportunity is a competitive market engagement process to appoint a delivery partner to establish and administer the Fund. The delivery partner will work with the Victorian Government and City of Melbourne to establish program settings, administer the Fund and deliver activities supporting the development and showcasing of new Victorian musical theatre works.
The Fund supports an integrated development pipeline across three focus areas. Originate supports the creation of new ideas and creative capability through masterclasses, mentorships, writing labs and early-stage concept development. Develop supports projects beyond the idea stage requiring structured investment through creative development, dramaturgy, readings and producing support. Showcase supports presentation of developed works through development presentations, public readings, industry showcases and investment presentations.
Key Requirements
Fund priorities
- At least 50 per cent of total funding must be reserved for projects that develop or stage works in the City of Melbourne
- At least 50 per cent of works funded must be inspired by Australia’s diverse and unique culture, people, places and perspectives
- Individual projects may meet one or both criteria
Organisational requirements
- Must be Victorian-based with a formal governance structure, annual financial budgeting and reporting, and an annual operational or business plan
- Must hold an active ABN and be a legal entity with capacity to enter a binding contract
- Must be registered for GST where applicable
- Must disclose any actual, potential or perceived conflicts of interest
Consortium and partnership requirements
- Joint applications between organisations are encouraged
- A lead organisation must be identified and must meet all eligibility criteria
- The lead partner will be the contracting party responsible for meeting all funding agreement obligations
- Benefits of the partnership must be demonstrated for all partnering organisations
- Formal recognition of the partnership must be provided, such as a signed Memorandum of Understanding
Delivery requirements
- The delivery partner must not retain ongoing ownership, option, commercial participation or approval rights over funded works following completion of the funding period unless separately negotiated and agreed by creators
- Shortlisted applicants must provide documentation to support a Financial Risk Assessment unless exempt as a government department, statutory agency or publicly funded educational institution
- Applicants are expected to actively leverage their own resources, infrastructure and relationships to maximise the value and impact of the Fund

What is eligible for funding?
The Fund supports an integrated development pipeline across three focus areas:
Originate (indicative 20%)
Masterclasses, mentorships, writing labs, workshops and early-stage concept development that help creatives explore, test and initiate new musical theatre works.
Develop (indicative 60%)
Creative development, dramaturgy, readings and producing support that strengthen projects and position them for future presentation, investment or production.
Showcase (indicative 20%)
Development presentations, public readings, industry showcases, demonstration productions, independent theatre presentations and investment presentations that increase visibility, audience engagement and future development or commercial opportunities.
What companies are eligible for funding?
This market engagement is open to Victorian-based organisations that hold an active ABN, are a legal entity with capacity to enter a binding contract, have a formal governance structure with annual financial reporting and business planning, are registered for GST where applicable, and disclose any conflicts of interest.
Respondents may be an existing organisation that establishes a division or entity to administer the Fund, or a consortium that establishes a clear leadership and governance model.
