Disability Advocacy Support Program – Service Delivery

This program funds organisations to deliver individual disability advocacy support to people with disability, and where relevant their families, carers and kin, across defined service areas in Australia. Services are expected to be delivered predominantly in person, including from organisational premises and community settings.
Funded activities are expected to prioritise people with disability experiencing significant exclusion or at higher risk of harm. Activities should be directed equally across three primary areas, advocacy supporting material improvements aligned to national outcome areas, advocacy supporting engagement with NDIS service providers for better outcomes within plans, and advocacy supporting access to other supports and services that enable participation in the community.
Key Requirements
- Deliver individual disability advocacy supports to people with disability, and where relevant their families, carers and kin, with a focus on timely, skilled, capacity building supports
- Direct funded activity equally across three primary areas, advocacy supporting material improvements aligned to national outcome areas, advocacy supporting engagement with NDIS service providers for better outcomes, and advocacy supporting access to other supports and services that enable community participation
- Deliver services predominantly in person, using organisational premises and community settings where possible and appropriate, with other delivery methods used where in-person support is not necessary or appropriate
- Prioritise or target people with disability experiencing significant exclusion or at higher risk of harm, including people living in closed or segregated settings, isolated people, people with high and complex support needs, and people facing intersecting discrimination
- Deliver services in defined service areas that are tailored to local needs, and include outreach to isolated people with disability.
- Build partnerships and collaborations with other organisations, including referral arrangements and connections to safeguarding ecosystems, and share knowledge and resources to build capacity and capability.
- Collect and report data and information on the experiences of people with disability, families, carers and kin, to support monitoring and evaluation.
- Deliver systemic advocacy where appropriate, within the expenditure limits specified, targeting key local stakeholders and other levels of government
What is eligible for funding?
- Deliver predominantly in-person individual disability advocacy supports to people with disability, and where relevant their families, carers and kin, in defined service areas.
- Provide outreach to isolated people with disability.
- Deliver activities that are equally directed across the three primary areas of individual advocacy supports described for the program.
- Deliver services tailored to local needs in the defined service areas.
- Deliver advocacy supports using other delivery methods where in-person support is not necessary or appropriate, noting in-person support is the priority.
- Deliver partnerships and collaborations with other organisations, including referrals and connections to safeguarding ecosystems, and sharing knowledge and resources.
- Deliver systemic advocacy targeting key local stakeholders and other levels of government where appropriate, within the permitted expenditure limit
- Collect and report data and information to support monitoring and evaluation.
What companies are eligible for funding?
Eligible entity types:
- Aboriginal and or Torres Strait Islander Corporation registered under the Corporations (Aboriginal and or Torres Strait Islander) Act 2006.
- Company
- Incorporated Association.
- Trustee on behalf of a Trust, where the Trustee is one of the eligible entity types above.
Additional eligibility items to consider:
- Applicant must be a not-for-profit organisation established for community service purposes.
- Applicant must be registered with the Australian Charities and Not-for-profits Commission.
- Applicant must provide evidence of a stated mission to advance the rights of people with disability
- Applicant must hold a current Certificate of Compliance evidencing accreditation against the National Standards for Disability Services, or state an intention to request a determination to obtain a Certificate of Compliance by a date specified by the Secretary
- Applicant must be compliant with the National Redress Scheme for Institutional Child Sexual Abuse Grant Connected Policy
- Applicant organisation and key personnel must not be subject to a banning order under the National Disability Insurance Scheme Act 2013.
- Consortia are acceptable if there is a lead organisation that is solely accountable and is an eligible entity, and members meet the same eligibility requirements.
