Made in Victoria – Energy Technologies Manufacturing Program

  • Applications are open until: 13 December 2023
  • Grants: ranging from $100,000 to $750,000 are accessible. Each grant requires a minimum cash co-contribution of $3 for every $1 granted.

The program is a strategic initiative designed to assist Victorian manufacturers to seize opportunities in producing goods or components that support the transition towards net zero and low emissions technologies by 2045.

Key Requirements

The program offers grants on a 1:3 basis (between the government and the successful applicant).

Applicants seeking grants of $500,000 or more must hold a Pre-Assessment Certificate (PAC), as per the Government’s Fair Jobs Code.

Applicants must provide quotations and estimates to support their applications. Funding will not cover retrospective activities (i.e., where project expenditure is incurred prior to executing a Grant Agreement and commencing the project).

All grants require a cash co-contribution from the applicant. In-kind contributions (i.e., non-monetary resources) are not included.

Funds from other Victorian or Commonwealth Government programs cannot be part of the co-contribution (but can contribute to the total project value).

The entire project expenditure, including grant funding and co-contribution funding, must be allocated to eligible project activities.

Successful applicants are required to complete the project activities by 30 April 2025. 

What is eligible for funding?

Projects should focus on the manufacturing of components or products that cater to the demand in the net zero and low emissions markets. Priority areas include:

  • advanced materials and components for renewable energy sources, such as wind turbines
  • zero emissions transportation solutions, such as electric vehicles
  • batteries and other innovative energy technology components, supporting the transition to net zero.

Eligible projects should involve the acquisition or development of new equipment, processes, skills, or technology that directly facilitate the production of products or components, aiding Victoria’s transition to net zero. Funding may support:

  • capital equipment purchases
  • adoption of technology and associated project expenditure

Eligible project expenditures includes:

  • capital expenditure (e.g., manufacturing machinery, equipment, and technology)
  • minor building alterations and fit-out costs
  • other project-related non-capitalised expenditure (e.g., product and process improvements, evaluation and testing of new products and processes, technology development, supply chain capability development)
  • technology-specific training (external costs only)
  • labour and contractor costs related to project delivery (excluding internal salaries)

Eligible project expenditures must:

  • be incurred by the grant recipient within 12 months of executing the Grant Agreement
  • be a direct cost of the project
  • exclude Goods and Services Tax (GST)

What companies are eligible for funding?

The program welcomes applications from manufacturers with an established presence in Victoria who are seeking support to enhance their ability to produce products or components for both local and international supply chains, contributing to net zero and low emissions technologies.

Eligible manufacturing capabilities include a wide range of areas but are not limited to, automation, additive manufacturing, advanced materials design, robotics, and engineering.

Companies – To qualify for assistance under the program, applicants must:

  • be a recognised legal entity
  • hold an Australian Business Number (ABN)
  • be a business that employs staff and is registered for WorkCover insurance with WorkSafe Victoria
  • agree to meet any co-contribution requirements with eligible cash expenditure
  • currently be involved in manufacturing or the manufacturing supply chain, or demonstrate a genuine commercial connection to the manufacturing supply chain in Victoria
  • attest that they:
    • agree to conduct the proposed activities in Victoria
    • have fulfilled all industrial relations obligations as an employer in accordance with the National Employment Standards
    • will participate in future program evaluation activities
    • will provide financial reports to enable the Department of Jobs, Skills, Industry and Regions to conduct a Financial Risk Assessment
    • will adhere to the requirements of the Fair Jobs Code if applicable.

Trust Structures – An Incorporated Trustee can apply on behalf of a Trust provided that the Trustee:

  • will remain sufficiently liable for the performance of any agreement it signs
  • has a right to be indemnified from the assets of the Trust
  • is indemnified from the assets of the Trust
  • complies with the criteria as set out for the Companies above.

Partnerships – Individual Partners may apply on behalf of a Partnership provided that the Partners:

  • will remain sufficiently liable for the performance of any agreement they sign
  • comply with the criteria as set out for the Companies above.

Is this grant competitive or entitlement based?

Competitive. Your application will be assessed among other applications by a judging panel.
