It provides up to 50% co-funding for businesses engaging external consultancy services to develop submissions for defence procurement opportunities.

To qualify for financial assistance under the program, applicants must:
- Be a Tasmanian-based advanced manufacturing enterprise, advanced technology enterprise, or an industry group supporting these sectors within the defence industry.
- Hold an Australian Business Number (ABN) and be registered for GST.
- Not receive more than $30,000 per financial year under this program unless a strategic project demonstrates significant industry and state benefits.
- Have an annual turnover between $500,000 and $55 million (indicative).
- Not be a consultant or intermediary.
- Not be subject to any legal disability, including bankruptcy or liquidation.
